Definition

A country's regulatory and political environment focusing specifically on institutions that matter for innovation.

Objective of the Pillar

We assess the role of public support for innovation and collect a set of institutional variables to capture political stability and the state of democratization as well as the conditions for private businesses. Our specific focus on Latin America consists in evaluating political stability and democracy as well as the role of public institutions for innovation – the former facts are often taken for granted in most OECD economies.

1. Political stability and measure of democracy

Political Stability This index combines several indicators which measure perceptions of the likelihood that the government in power will be destablized or overthrown by possibly unconstitutional means and/or violent means. WB, Governance Indicators
Government Effectiveness This indicator combines into one grouping perceptions of the quality of public service provision, the quality of the bureaucracy, the competence of civial servants, the independence of the civil service from political pressures, and the credibiltiy of the government's commitment to policies. Control of Corruption The indicator measures the extent to which public power is exercised for private gain, including petty and grand forms of corruption, as well as “capture” of the state by elites and private interests. WB, Governance Indicators

Rule of Law The indicator measures the extent to which agents have confidence in and abide by the rules of society, in particular the quality of contract enforcement, the police, and the courts, as well as the likelihood of crime and violence. WB, Governance Indicators
